京津冀生态环境协同治理研究--基于体制机制视角探讨

摘要

京津冀是生态超负和环境污染最严重的区域之一。资源管理体制的尚未统一与系统性缺失，地方利益追求的制约和地方治理成本收益不对等，共同造成了京津冀生态环境治理的困局。基于生态治理利益相关者的多元化和区域性环境问题的“脱域化”特征，京津冀生态环境一体化建设要以协同发展为契机，从区域多元主体协同治理和区域府际协同治理两大路径入手。%Beijing-Tianjin-Hebei is one of the most serious areas in China facing the ecological overload and environmental pollution issue.Unified and unsystematic resource management system,as well as local governments’ interests restriction and unequal cost to benefit local governance,have caused the ecological environment governance dilemma in Beijing-Tianjin-Hebei region.Based on the diversity of ecological management stakeholders and the feature of“dissociation from a particular region”of regional environmental problems,the ecological environment integration in Beijing-Tianjin-Hebei should take coordinated development as an opportunity,via the regional cooperative governance of diverse stakeholders and local governments,and finally innovate and improve the systems and mechanism.
