Some of the problems are appeared in China's rural and agricultural development in the context of industrialization and urbanization, such as the new problems of migrant workers, last generation fanner , low efficiency of agriculture and the problem of rural marginalization. The main reason contributing to this phenomenon is, a significant reduction of rural population due to the shift from rural to urban areas, lead to the result that agricultural modernization level lagged behind the economic system and the social development. So there still need to continue with system and policy innovation to solve the "Three-Dimensional Rural" issue, to continue promote the rural land system and management system innovation, to cultivate modern new farmers, to exchange the backward villages into new village with modern service functions.%在工业化和城镇化背景下,我国农村和农业发展中出现了农民工、末代农民、农业的低效益、农村边缘化等一些新的问题.造成上述现象的原因主要有,在人口由农村向城市转移,农村人口大量减少的背景下,一些基本的制度与经济社会发展水平相脱节,农业现代化水平滞后.提出解决“三农”问题,要继续推进城市公共物品的供给、农村土地制度和农业经营体制创新;要培育现代新型农民;要把落后的村庄改变成具有现代服务功能的新村.
