From the event of cross boarder evacuation in Libya and based on the brief introduction of Libya railway project, this thesis proposes related prevention measures and solutions for the international project contracting during which projects may encounter possible security risks, as well as how to avoid such kind of international security risk and how to better assure safety and to reduce economic loss.%从利比亚跨国撤离事件入手，在对利比亚铁路项目进行简单介绍的基础上，针对国际承包工程过程中可能遭遇的安全风险的影响，及如何避免这种国际安全风险或在面临国际安全风险时如何更好地保障安全、减少经济损失，提出相应的防范手段和解决对策。
