浅谈国内铁路工程总承包项目风险识别与对策

         

摘要

The domestic railway engineering general contract project usually is characterized by large scale, long construc- tion period, complex technology and many implementation links, so it will face many more complicated risks. In order to avoid or reduce risks or even convert risk into profit, taking the example of EPC, this paper starts from the risk identifica- tion of general contractor, then classifies the risks to further analyze the risk factors and events of general contractor with different methods to make project risk list and draft countermeasures and basic method to risk factors and events according to the basic strategy of risk response. All these will help general contractor know the risk of EPC and offer constructive ref- erences to domestic railway engineering general contract project and risk management.%国内铁路工程总承包项目规模大,工期长,技术复杂,实施环节多,面临的风险因素繁多且错综复杂,为避免风险和减轻风险或转化风险为收益,以设计-采购-施工(EPC)为例,从总承包商的风险识别入手,对风险进行分类,运用多种识别方法,深入分析总承包商的风险因素及风险事件,初步建立项目风险清单,并根据风险应对的基本策略,逐一对风险因素及风险事件拟定应对策略和基本方法,有助于总承包商对EPC项目风险的了解,并能为总承包商进行国内铁路工程总承包项目风险管理提供参考。
