论文化权衡与大国崛起--从秦国崛起说起

The rising of a country is always constrained by political,economic,military,cultural and other conditions,in which in which culture often functions as soft power and plays a balancing role during the rising of great powers.This cultural balance plays an integral role in the rising of nation,impacting its strategic purpose and national strategy making,determining the direction of national development.The rise and demise of Qin dynasty provides a vivid case of the function of cultural bal-ance.In the building of socialist culture with Chinese characteristics,the important role of cultural balance can not be ignored.%一个国家的崛起受到政治、经济、军事、文化等软硬条件的制约，其中，文化被看作一种软权力，在一个国家崛起中具有权衡作用，就像通过一杆秤的权(秤砣)衡(秤杆)就可以来称量出轻重不同的物体一样。一个国家的文化权衡，“四两拨千斤”，在国家崛起过程中起着关键性作用，影响国家战略决策和战略意志，决定国家发展方向。春秋战国时代，秦国崛起的历史为文化权衡作用提供了一个生动的案例。在中国特色的社会主义文化建设中，不可不重视文化权衡的重要作用。
