中法“北黎冲突”前清方情报搜集与传递（1881-1884）

摘要

在中法战争过程中，清方情报搜集与传递工作基本依赖于李鸿章构建的具有一定私属性质的情报网络。这个情报网络在中法“北黎冲突”前获得了一定的成功，对于清政府在军事、外交等方面的决策意义重大。但由于决策中心和情报中心的分离使得清方在中法战争的战略决策始终存在较多失误。而这个情报网络在战争全面爆发后最终也走向溃散。本文即试图探讨清政府在中法战争前期的情报工作，通过对清方军政、外交情报网络的分析，从不同角度对中法战争历史进行梳理，并以此为切入点，考察清政府此时段内政治军事系统的运作。%In the Sino-French War,Qing Government’s Intelligence was relied heavily on Li Hung-chang and his personal Intelligence networks.Therefore,Li Hung-chang was the center of Intelligence Work which was separated from the decision-making center.This Article focuses on the Qing Government's intelligence collecting and transmitting during the Sino-French War.And then,this article wants to clear up some facts and find out some political principals through the analysis of the his-torical text.
