The paradigm of government governance is the foundation of establishment and operation of the government performance evaluation system, and it determines the guidance, focus, scope, content, method and support system of government performance evaluation. Meanwhile, the performance evaluation of government supports the operation of government governance, which means the two are covariant and synergistic development. This paper analyzes the influence of the paradigm changes of government governance on the government performance evaluation and outlines the four kinds of guiding direction in the West: output-oriented, process-oriented, result-oriented and citizen-oriented. Unlike the linear evolution of governance and performance evaluation in the West, Chinese governance has characteristics of compound overlap from traditional to modern transition, which determines Chinese characteristics of the development path of the government performance evaluation.%政府治理范式是政府绩效评估系统建立和运转所依据的理念基础,决定了政府绩效评估的导向、焦点、范围、内容、方法和支撑系统,同时政府绩效评估支撑政府治理的运转,两者是共变发展的关系.本文首先剖析了西方国家政府治理范式变迁对政府绩效评估发展的影响,勾勒了西方国家政府绩效评估依次演进的四种导向:产出导向、过程导向、结果导向、公民导向.与西方国家政府治理与政府绩效评估的线性演变不同,中国的政府治理具有从传统向现代化过渡的复合交叠特征,这决定了中国政府绩效评估发展路径的中国特色.
