日本教师资格更新制的形成过程探析

Japan started to carry out the updating system of the teachers qualification certificate in 2009, the process was not smooth. The counseling sessions was important to the introduction and promotion of the updating system of the teachers qualiifcation certiifcate, the regulatory reform and relevant meetings against the updating system, but the game among the Ministry of education, the cabinet, the cabinet economic and financial consultation meetings and the regulation reform made the updating system of the teachers qualiifcation certiifcate ifnally established.%2009年日本开始实施教师资格更新制，其形成过程并不顺利。咨询会议对教师资格更新制的导入和推进起着重要作用，规制改革相关会议虽然反对更新制的导入，但在文部科学省、内阁、内阁经济财政咨询会议以及规制改革相关会议之间博弈下，教师资格更新制最终得以确立。
