新疆与西北联网后,其电力外送交易模式将是亟需研究的关键问题.基于西北电力市场跨省跨区交易现状,从资源配置效率及利益调整角度,对新疆与西北主网750 kV线路联网初期新疆电力外送交易模式的选择问题展开研究,提出在西北现有交易规则基础上,通过开展跨省发电权交易以促进新疆电力外送的电力交易过渡模式.并利用一般均衡分析,证明该模式可实现市场成员福利的帕累托改进及西北电力市场效率的提高.最后,针对远期“疆电外送”交易模式的选择进行初步的探讨.%After the interconnection of power grid between Xinjiang and Northwest China, the trading patterns will be the key issues to be researched. On the basis of the status of trans-provincial or trans-regional electricity market in Northwest China, the electricity transmission trade modes at the early stage of interconnecting the power grid Xinjiang with the main power grid in Northwest China using 750 kV transmission lines are studied from the angle of increasing the efficiency of resources, collocating and reducing the interest adjustment. An electric power transmission mode in Xinjiang based on the exchange of regional generation right theory is proposed and proved to be compatible with both market efficiency and Pareto improvement The other part of the paper analyzes the long-term electric power transmission mode in Xinjiang.
