海岛保护与利用规划的思考——以《青岛市近海岛屿保护与利用规划》为例

海岛兼具旅游、资源开发与国防安全等重要职能,是不可或缺的独特资源.青岛市在《青岛市近海岛屿保护与利用规划》的指导下,提出三大保护与利用规划构思:一是保护优先,实施资源安全管制；二是“陆岛”联动,构建海岛整体开发格局；三是管理结合规划,制定全面的综合管理体系.该规划构思将海岸带规划和管理向海域延伸,不仅推动了青岛市海岛的保护与利用,也为其他沿海城市的海岛规划提供了一定的借鉴.%Offshore islands are unique resources with tourism, resource, and national security functions. Guided by Qingdao Offshore Islands Protection and Development Plan, Qingdao proposes three major concepts: protection-first based resource governance; mainland and island interaction for island development; holistic, planned management system. The plan extends coast plan and management into the sea, promotes Qingdao island protection and development, and provides reference of island planning for other coastal cities.
