Administrative boundary is a reflection of governmental relations. Administrative boundary adjustment means spatial dominance change. Urban growth boundary defines urban development area, limits urban development scale. Urban and rural planning content is closely related to administrative boundary adjustment. Based on this, the research analyzes concentrated power and dispersed power effects on urban development, UGB' s efficacy on land supply, land use, development limit, discusses three efficacy on administrative boundary change, studies UGB and administrative boundary adjustment on urban space expansion, regional space reorganization, and urban development phases control, regional development integration, and explains the relationship of administrative boundary change and urban growth boundary.%行政区划是政府间关系的直接反映,行政区划变更意味着空间支配权力的调整.城市增长边界(UGB)是在城市建设地区和限制开发地区之间划定的界线或区域,用于限制城市发展规模、界定城市建设范围.城乡规划的范围和工作内容与城市行政区及其调整具有密切关系.基于此,研究根据1978年以来我国行政区划调整和行政权利变化格局,简要分析集权格局和分权格局对城市发展的不同作用,引用UGB在土地供应限制、土地用途限制、开发建设时限限制三方面的效能原理,探讨三种效能对行政区划调整的影响,重点解析UGB划定和行政区划调整在城市发展空间拓展、区域空间优化重组和城市发展时序控制、区域发展统筹等方面的共同作用,诠释行政区划调整与UGB划定的相关性.
