城市规划管理中容积率分层确定机制探讨

摘要

FAR is an important element in regulatory planning and urban development control.Presently FAR decision is generally subjective,and the balance between rigidity and flexibility is yet to be improved.The paper argues FAR shall be based on compact city concept,respects FAR policy and economic attributes,and determines FAR from different land uses and tiers.It provides a FAR control example for other cities.%容积率作为城市开发控制的主要指标,是控规编制的核心指标.目前,我国容积率的确定存在“拍脑袋”行为,容积率刚性控制与开发弹性之间也存在矛盾.基于此,研究提出容积率的确定需要树立紧凑城市的观念、尊重容积率的政策属性和正视容积率的经济属性,通过公益性用地、商业用地分类确定容积率,并从宏观层面、中观层面及微观层面分层确定容积率,以期为我国城市开发过程中的容积率控制提供借鉴.
