Rapid internet and end facilities development has engendered a new media platform- micro blog. Micro blog is playing an important role in city governance and emergencies management. The paper studies the involvement of www.sina.com micro blogging in Beijing July 21 st flooding in 2012, the participation and interaction of government, media, public, and experts. It raises the concept of "micro era" symbolized by the public's micro blogging participation in urban affairs, and strategies in improving urban management by micro blog platform.%网络信息及其终端设施的快速发展,促进了微博等网络信息平台的广泛使用.随着用户数量的迅速扩大,微博在城市政务管理、城市突发事件信息传播方面发挥着越来越重要的作用.研究以新浪微博为例,分析其在北京“7 ·21”暴雨灾害中的应急管理过程,探讨“微参与”的不同阶段和主要内容,政府、媒体、公众和专家等不同主体的参与方式,以及“微参与”的信息扩散与互动沟通机制、公众参与机制和舆论监督引导机制,提出微时代提升城市管理水平的策略,借助微博平台构建公众参与城市管理的新范式,完善相应的制度保障机制,引导全过程的公众参与,建设智慧城市服务管理系统.
