河南省村庄的类城镇化及建设路径重构

摘要

New rural community development is a major approach in solving rural issues and promoting coordinate social development in Henan province. Controversies have emerged on new rural community model, connotation, and construction over the past three years. The paper argues that the essence of new rural community is quasi-urbanization of vil ages, and it is necessary for declined countryside development. New rural community development shal be adjusted and adapted to practical situations.%新型农村社区建设是河南省解决“三农”问题、推进“三化”协调发展的重要决策之一，被寄予厚望，一度被作为各地的重点工作。实施3年以来，关于新型农村社区建设的争议不断，其问题究竟在哪，是错在模式，还是内涵？还要不要或能不能继续建设？针对这些问题，研究认为，新型农村社区建设实质是农村地区的类城镇化，是应对农村衰落的大势所趋，有其合理性和必要性；继续建设新型农村社区应去模式化，因地制宜地有序推进；应对新型农村社区的概念进行修正，避免负面惯性误读。
