面向专项规划整合的空间规划方法探索r——以广州市'多规合一'工作为例

摘要

Multi-plan integration is a major reform to restructure national land use plan and improve national governance capability.Integrating land use plan and urban growth boundary to create "one-blueprint" spatial plan is the core of multi-plan integration. In practice control of small land use category shall be carefully arranged for project construction needs. Guangzhou establishes a central district integration mechanism, sets up a "four verification" based coordination system, legislates plan unit products, and provides a reference for other cities.%"多规合一"是重构国土空间规划体系、提升国家治理能力的主要改革抓手.目前我国"多规合一"的核心在于建设用地布局合一以及城市增长边界等管制线的划定和管制,形成覆盖全域的空间规划"一张蓝图".但实际上,"多规"仍包括大量专项设施落地需求,在完成"用地大类"的空间管控后应重点关注"用地小类"的项目精准落地.文章以广州市为例,从建立以"市区联动"为核心的整合机制、构建以"四个校核"为重点的内容协调体系和形成基于规划管理单元整合的成果法定化手段等方面探索面向专项规划整合的"多规合一"方法,以期为各地"多规合一"工作提供参考.
