石油化工企业外部防护距离的确定

As the petrochemical plants are processing inflammable explosive feedstocks and producing inflammable explosive products,any safety accident will cause fire,explosion or release of toxic harmful gases,which will cause great damages to the local people,facilities and environment.Therefore,the protection spacing,industry hygiene spacing,safety spacing and environment protection spacing should be taken into full consideration in the design of plant's plot plan.The health of people in the nearby area needs to be protected in addition to safety of the facilities in the nearby area.Because the starting points of problem-thinking and problem-solving are different,standard specifications for spacing are different.Through the study of definitions of external protection distance and analysis of the relative national laws and standards,it is recommended to select the right applicable codes and standards in the plant plot plan and determine the right external protection spacing.%石油化工企业因其原料和产品易燃易爆,一旦发生火灾、爆炸安全事故,将会释放大量有毒有害气体,对周围居住人群、重要设施和环境造成重大破坏.所以在进行石油化工企业工厂设计布置时要从防火距离、卫生防护距离、安全防护距离和大气环境防护距离等全方位考虑外部防护距离,既要对周围居民健康进行保护,又要对周围重要设施安全进行保护.外部防护距离由于考虑问题和解决问题的出发点不同,标准规范对距离规定也不相同,通过对几种外部防护间距定义进行研究并从有关国家法律、规范标准规定进行分析,提出在进行工厂设计布置时正确选用标准规范,合理确定外部防护距离.
