创造性拓展国际公共海域利益的战略思考

摘要

国际公共海域是我国发展海洋事业最具潜力的空间，深刻认识国际公共海域利益拓展的情势，准确把握其主要特点，分析我国面临的威胁与挑战，采取构建国家海洋战略、提高海洋软实力、推进海洋事务的国际交流与合作、提供全球海洋公共产品等对策，对建设海洋强国具有重要的战略意义。%The High Seas are the most potential space for China to develop marine affairs.This paper stud-ies the status quo of China’s expanding interests and its characteristics on the High Seas,deeply analyzes the threats and challenges China is facing,puts forward some counter-measures such as constructing Na-tional Maritime Strategy,promoting marine soft power,propelling the international communication and co-operation of ocean affairs,providing global marine public products,all of which have strategic significance for the construction of sea power.
