我国海洋信息化发展现状分析及展望

摘要

Marine informatization ability is a core element in support of the developing strategy of maritime countries.Since the establishment of Peoples Republic of China,the development of ma-rine informatization has achieved great success,and is experiencing the evolvement from "Digital Ocean"to "Transparent Ocean".However,such achievement still cannot satisfy the requirement of maritime strategic development of China.In this paper,the marine informatization status of China was analyzed.Based on the developing trends of rising information technologies,a two-step implementation suggestion,which took the"Smart Ocean"as the future target,was proposed,and defined the direction of development of Chinas maritime informatizaiton.%信息化能力是适应海洋自身特点、支撑国家海洋战略的核心要素,得到美、日等海洋强国的高度重视和巨大投入.新中国成立以来,我国海洋信息化发展成果显著,正处于由"数字海洋"形态向"透明海洋"形态发展的过程中,但仍无法满足海洋强国战略发展需求.文章分析我国海洋信息化发展中存在的问题,结合当下新兴信息技术的发展趋势,提出以智慧化为发展目标、分两步走的实施建议,为我国海洋信息化发展提供借鉴.
