纽约州公共图书馆服务体系政策研究

摘要

The service system of public libraries in the State of New York is relatively complete with sophisticated law, standard and development plan. At present, our country is continually promoting the formulation of relevant laws about public library. This paper analyzes the experiences of the establishment of management institutions and the policy system, the law and standard, as well as service plans of public libraries in the State of New York, and concludes that our country should strengthen the works on the law system, the use of expenditure and the formulation of standard, which will be helpful for the following construction of the service system of public libraries.%美国纽约州有着较为完备的公共图书馆服务体系，其法律政策、标准规范、发展规划都较为成熟。我国目前正在逐步推进公共图书馆相关法律的制定，论文对纽约州公共图书馆的管理机构设置、政策体系建设、法律保障、标准规范、服务规划等方面的经验进行了梳理和分析，总结出我国应当加强在法律体系完善、经费使用规范、标准规范制定等方面的工作，这将有助于我国下一步推动公共图书馆服务体系的建设。
