受低油价的影响并得益于国家强力推进“煤改气”工程,综合经济性明显的LNG点供项目逐渐成为投资、建设的热点.但由于目前LNG点供项目存在着设计规范和行业标准缺失、违规建设及手续不全等诸多问题,特别是对城市燃气企业特许经营权造成了巨大的冲击,致使地方政府和管道燃气企业对其抱有抵触心态.为此,通过多方走访调研,总结了LNG点供项目商务模式、建设模式、运营模式、投资模式、合同模式、计量模式等方面较为成功的经验,分析了LNG点供项目发展的政策环境,梳理了其发展的制约因素.最后,结合我国油气改革的形势,展望了LNG点供行业的发展前景:①LNG气化站设计、建设方面规范缺失的局面有望在近期内得到极大的改善;②在目前低油价水平下,LNG点供项目很可能会在更大的范围内普及;③从长远来看,管道气仍应是主要的供气方式,LNG点供可作为前者的补充,将目标市场锁定在管道不发达的城镇、农村,以气化居民、工商业用户为主.%Due to the impacts of low oil prices and the strongly encouraged coal-to-gas projects in China,LNG point-supply business has been concerned by more and more LNG investors and operators because of its obvious economic efficiency.For lack of related design codes and industrial standards,however,many issues have been often encountered like illegal construction,incomplete procedures,etc.What is worse,local governments and pipeline gas companies in cities or towns still hold resistance to that.In view of this,having interviewed and investigated many LNG point-supply projects,we summarized some successful experiences in terms of business,construction,operation,investigation,contracts,metering modes,and analyzed what those involved policies are at present and how its development is restricted.(1) Situations will be changed where design codes and regulations in LNG gasification stations design and construction lack in the near term.(2) Under the present low-oil-price environment,LNG point-supply projects will be applied widely to some degree.(3) In the long run,pipe gas will still be the primary supply but LNG point-supply will be a good supplement especially for residents,industrial and commercial users in those inaccessible markets by pipelines.
