In Hangzhou city management, there have been folk improve office, canine autonomous association or other social organizations in recent years, which not only play a significant role in publicity, management, and service but also embody legitimacy, transparency, accountability, rule of law, responsiveness, effectiveness of good governance. They have to be promoted as an important strategy in subsequent city management development.%在杭州城管领域，近年来，相继出现了民间改善办、犬类自治协会等社会组织，在城市管理的宣传、管理、服务等方面发挥了显著作用，体现了政府善治合法性、透明性、责任性、法治、回应和有效等特点，急需在后续的城市管理发展中作为一个重要发展战略加以推进。
