建立中西部县级大学的制度需求、供给及创新路径分析——基于新制度经济学制度变迁的理论视角

中国现有高等教育布局的不平衡,以及在县级建立大学的巨大利益都对建立中西部县级大学提出了制度创新的需求.对以往路径的依赖和既得利益集团将成为建立县级大学这一制度创新的阻力.面对现实的情况,制度创新的路径可以是国家鼓励和积极引导有创意和有办学能力的团体或个人到各地县城创办与当地经济相关的大学,并鼓励大城市的高校到各地县城举办分校.%The unbalance distribution of China's higher education resources, and the great benefits of establishing county-based colleges, both make a demand of the innovation of higher education system to establish colleges in the county. The habit of depending on the past mode and the vested interest group will be the resistance of institutional innovation. Therefore, the central government gives positive direction and supports organizations and individual to found the college, and encourages existing universities in the big cities to establish affiliated or branch colleges in the county will be good solutions.
