再论开放教育资源：开放标准与协议的现状及对策分析

摘要

To share knowledge for the purpose of construction of open education resources ( OER) , has become an important part of open education in China .Open standards and licenses is not only the foundation of open education resources construction and imple -ment part , but also the key to open education resources widely spread and applied .This paper analyzes the status quo of domestic and foreign education resources using open standards and licenses , and points out that the current main problems and challenges of the con-struction of open standards and licenses , preliminary put forward an effective measure to build open standards and licenses , namely the hierarchical construction of open standards and licenses , refining the resource content standards and content classification , pay atten-tion to the interoperability standards and licenses , improving the management of open process , strengthen cooperation and communica-tion between organizations , to promote open education resources in our country over the next decade of sustainable development .%以共享知识为宗旨的开放教育资源（ OER ）建设，成为我国扩大教育开放的重要组成部分，开放的标准与协议既是开放教育资源建设与实施的基础部分，也是开放教育资源广泛传播与应用的关键。在分析国内外教育资源使用开放标准与协议的现状，指出当前建设开放标准与协议存在的主要问题和面临的挑战的基础上，初步提出建设开放的标准与协议的有效举措，即分层级建设开放标准与协议，细化资源内容性标准及内容分类，注重标准与协议的互操作性，提高开放化过程的管理，加强机构间合作与沟通，来推动我国开放教育资源下一个十年可持续性发展。
