基于3S技术的县级土地执法动态监管系统

摘要

文章分析了基于3S、计算机网络、数据库等技术的县级土地执法动态监管系统的架构设计、县乡两级执法监察网络组成和作业流程,然后对系统功能进行了阐述.系统利用高新技术手段,实现土地用地情况的跟踪巡查、在建用地项目的快速发现与及时定位、对建设用地的合法性进行快速认定与及时处理,建立与健全“发现机制”,实现违法用地的“早发现、早制止、早查处”,使县级国土资源管理工作化被动为主动.%Based on 3S, network, database and so on,the authors analyzed the structure in land and resource mobile patrol, the components of patrol network and workflow in this paper, then described the system functions. Using the new technology in this system, people can achieve real time monitoring and managing to the land, fleetly detect and timely fix on the place of the building land, make certain the validity of the building land and timely dispose, establish the detecting system and be perfecting, which will be helpful for building the ideal land management system from passive to initiative.
