新疆克州卫生人力资源配置公平性研究

     

摘要

Objectives:To analyze the fairness of health human resource allocation in Kirgiz Autonomous Prefecture in 2014 and provide ref⁃erence for the optimal allocation of health human resources. Methods:The population and geography distribution of the allocation of the indexes of human resources ( health technical personnel, doctor, nurse) in Kirgiz Autonomous Prefecture were analyzed by Lorenz Curve and Gini Coeffi⁃cient. Results:In 2014, the number of health technical personnel, doctors and nurses in per 10000 persons were 0. 53,0. 12,0. 19;the overall level of health human resources allocation and ownership of human resources per capita has a big gap compared with the level of Xinjiang. The Gi⁃ni Coefficient was less than 0. 3 in population distribution, and it was during 0. 370 to 0. 472 in geography distribution. The equity of the allocation of health human resource in population distribution was better than in geography distribution. The equity in geography distribution was imbalance. Conclusions:The health human resources allocation between cities( counties) was imbalance in Kirgiz Autonomous Prefecture. The government should pay attention to the equity of health human resources in the geographic distribution and optimize configuration of the doctors.%目的:分析2014年克孜勒苏柯尔克孜自治州卫生人力资源配置公平性,为克州卫生人力资源的优化配置提供依据。方法:采用基尼系数和洛伦茨曲线对克州卫生人力资源指标(卫生技术人员、执业(助理)医师、注册护士)配置的人口和地理面积分布进行评价。结果:2014年克州每万人口卫技人员数、执业(助理)医师数、注册护士数分别为0.53、0.12、0.19,卫生人力配置与人均卫生人力资源拥有量低于全疆总体水平。按人口分布的基尼系数均小于0.3,按地理分布的基尼系数介于0.370-0.472之间,卫生人力资源配置按人口分布的公平性优于按地理分布的公平性,按地理分布的公平性不平均。结论:克州市县之间卫生人力资源配置不均衡,卫生人力资源配置按地理分布的公平性需引起重视,执业(助理)医师的配置急需优化。
