基本药物制度实施中相关主体行为的动态博弈分析

摘要

基本药物制度是一项免除基本药物目录药品盈利性质的惠民政策,涉及到的相关主体有政府、药厂、基层医疗机构、民众.对各主体间的关联关系进行分析并建立动态博弈模型,通过图论分析对不同组合中的关联性进行分析,并采用欧式距离的运算方法对模型中的支付矩阵作进一步的处理,以此衡量基本药物制度实施状况以及需要解决的问题,提出政府在制定政策时应关注各相关主体,重视政策目标主体之外的其余主体造成的"间接影响".%The essential drug system is a policy to exempt the essential drug list from the profit-making drugs.In order to study the relationship among the related subjects that government, manufacturers, primary medical institutions and people in the es-sential drug system, the paper establishes a dynamic game model by Dynamic Game Analysis method and through the graph theory analysis to explain the correlation between the main subjects, then analyze the payment matrix through building Coordinate axis and operation of Euclidean Distance.Each strategy can be compared through the analysis of the results and improved the degree of the policy and stressed that the government should pay more attention to the indirect effects of policy measures on the other subjects be-sides the target subjects.
