通过对“以药补医”机制的研究，认为“以药补医”是“看病难、看病贵”的主要诱因，易导致医患关系紧张，并带来严重的资源浪费，不利于医药行业的健康发展。因此，为了探寻新医改对公立医院补偿办法，恢复公立医院的公益性，建议采取增加政府财政支持促进医疗卫生事业发展；完善医疗保障体系切实降低患者医疗负担；调整医院运行机制为患者提供质优价廉的服务；以及降低患者医疗费用，满足大众日益增长的医疗卫生服务需求等措施推进改革。%According to the study of the mechanism of drug‐maintaining‐medicine ,this article assumed that this mechanism is the main inducement which leads to the poor access and high expenditure in China’s healthcare system .It also caused several consequences ,like the tension relationship between doctors and patients ,the serious waste of medical resources and impeding the robust development of pharmaceutical industry .In order to seek new ways to compensate hospitals after getting rid of this mechanism and rebuild the commonweal of public hospitals ,this article proposed several suggestions such as increasing the financial support from government to promote the development of health industry ;improving the security system to reduce the burden of patients ;adjusting the operating mechanism of hospitals to provide the services which are in good quality and affordable;decreasing the medical expenses to promote the reform of medical and health care system .
