《广州市公共图书馆条例》植根于广东省公共图书馆的改革实践，在公共图书馆的建设、管理和服务方面的规定都具有创新性和示范性。尤其在引导社会力量参与公共图书馆的建设与管理、加强街镇级公共图书馆的建设、实行中心馆与总分馆相结合的管理体制、重视阅读推广，促进全民阅读、构筑普遍平等的公共图书馆服务体系等方面的规定都鲜明地体现了我国当代公共图书馆事业的发展趋势。%Regulations for Public Libraries in Guangzhou is the sixth local regulations for libraries in China. The Regulations, taking root in the solid reform practice of public libraries in Guangdong province,are innovative and exemplary in the construction, management and service of public libraries. The provision about the following aspects particularly relfects the development trend of China’s contemporary public libraries: guiding social forces to participate in the construction and management of public libraries actively, strengthening the construction of sub-district and rural libraries, adopting the central-branch library system, setting up Reading Festival, promoting national reading, building a service system for average people to be equally treated.
