体制内委托经营:公共文化服务设施治理机制创新

摘要

公共文化服务设施是建设现代化公共文化服务体系的基础.文章构建理论分析框架,对武汉市汤湖图书馆"体制内委托经营"的具体实践进行分析,发现"体制内委托经营"是我国公共文化服务设施治理的新方向.体制内委托经营通过机制创新,不仅实现跨层级资源的共建共享,而且能够实现委托合同的有效管理,能够引入服务能力强的代理方,保证委托代理关系中的信息对称,最大化发挥财政投入的效益.%Public cultural service facilities are the foundation of a modern public cultural service system. A more comprehensive and scientific framework of theoretical analysis is proposed, and an analysis is made of the practice of within-system entrusted management of Tanghu Library, Wuhan City. By means of within-system entrusted management, Tanghu Library has introduced a stronger serviceagent, and ensured the information symmetry in the principal-agent relationship. It has realized the integration of sharing and construction in public cultural service resources across the hierarchy as well as the effective enforcement of the entrustment contract, but also maximized the benefits of the government’s financial investment.
