贫困是一个涉及自然、政治、经济、教育、文化以及社会制度等在内的“结构性存在”，其中贫困的文化属性和贫困文化的遗传特性在贫困结构中占据着重要地位，甚至可以说贫困本身就是一种文化现象。文章研究贫困构成的基本理论模型，分析贫困的文化属性和贫困文化的遗传特性，梳理贫困文化形成的信息因素、观念因素、智力因素及其变迁的内在逻辑，对构建贫困地区公共文化供给侧结构改革的理论框架、完善理论基础具有一定的意义。%Poverty is a matter of natural, political, economic, educational, cultural and social system“structural existence.” The genetic characteristics of culture of poverty and the cultural attributes of poverty play important roles in poverty structure, which means that poverty itself is a cultural phenomenon. In this article, basic theoretical model of the constituents of poverty is studied, and analysis is done on the genetic characteristics of culture of poverty and cultural properties of poverty. The authors also study the factors that influence the cultural formation of poverty, the concepts, the intelligence and their logic changes, which has certain significance for constructing the theoretical framework and improving the theoretical basis of public cultural supply-side structural reform in poor areas.
