Contradictions among officials and the public can be solved by the administrative reform.To achieve the people＇s sovereignty and to protect the legitimate rights of both government and the public,administrative reform can be conducted with the guide of Marx and Engels＇ theory of administrative system development.%官民矛盾问题可以通过行政体制改革加以解决。不同的人提出了不同的方案,意见难于统一。以马克思、恩格斯的行政体制发展思想为指导,实现人民主权、保障官民双方正当权利,行政体制改革可以更深入进行;以普选和随时进行的监督、罢免做保障,可以在行政体制改革进程中解决官民矛盾问题,实现共同发展。
