土地流转过程中地方政府、企业和农户之间利益的博弈分析

摘要

Under the background of urbanization pushed forward by the Chinese government,new rural con-struction is the main method to solve the land source of urbanization,and the problem of how to share the benefits of stakeholders in less developed areas in the process of land circulation is extensively followed.Based on the Game Theory,this paper tries to analyze the interests among local government,enterprises and farmers in the process of land circulation and proposes that land ownership is the farmers,government should play a role of “a night watch-man”between developers and farmers,and too much interference from the local government is the root of the con-tradiction between government and farmers.%在中国政府推动型城镇化背景下，新农村建设是解决城镇化土地来源的主要方式，而解决欠发达地区土地流转的相关利益方的利益分享问题受到人们广泛关注。文章基于博弈理论对土地流转过程中地方政府、企业和农户之间的利益进行分析后提出：土地的产权主体是农民，政府在开发商与农户之间应该扮演“守夜人”角色，部分地方政府“看得见的手”伸得过多过长是导致政府与农民矛盾的根源。
