This article analyzes the characters and relative obj ect’s responsibilities of civil service card. Then it concludes micro-problems about practical management and use in post-reform era of civil service card. Finally,it puts forward corresponding countermeasures from three obj ects-the governments,the banks and the colleges and universities-to improve the civil service card system reform in colleges and universities and deepen the reform of centralized treasury payment system.%对公务卡性质及相关主体的职责进行了分析,对后公务卡制度改革时期高校公务卡管理及使用中存在的微观问题进行梳理,从政府、银行、高校3个主体职责角度出发,提出相应的实施策略,以期完善高校公务卡制度改革工作,深化国库集中支付制度改革。
