精准扶贫视域下的产业扶贫实践与路径优化--精准扶贫绩效提升机制系列研究之三

摘要

Industry-based poverty alleviation is one of the major means of poverty reduction.This paper discusses the process and major modes of industry-based poverty alleviation in China and points out that in spite of the remarkable achievements in some aspects,China's industry-based poverty alleviation has the following weaknesses:unreasonable industrial convergence, poor mechanism for the poor household's participation and unfair benefit-sharing,inefficient ecological protection,poor risk-resistance mechanism,and inadequate investment in scientific research.It expounds the interdependent relations between the targeted poverty alleviation strategies and the implementation of industry-based poverty alleviation projects as well as the signif-icance of the coordination between policy planning and industrial development.It finally points out that the establishment of an effective interest-sharing mechanism and a risk protection mechanism is necessary while the proper approaches include an ob-jective assessment of eco-industrial development,the application of the “Internet Plus”,big data,etc.%产业扶贫是我国脱贫攻坚战中的主要脱贫模式之一。文章梳理了我国产业扶贫的发展进程和主要模式，认为我国产业扶贫实践虽然取得了显著的减贫脱贫成效，但是仍然存在产业趋同、贫困户参与机制和利益分享机制缺乏、绿色生态保护有限、风险抵抗机制不健全、科技投入不足等方面的问题，在深入阐释精准扶贫方略和产业扶贫实践的相互关系以及精准扶贫方略对产业扶贫实践的新要求后，指出了注重政策规划对产业发展的协调作用、建立有效的利益捆绑机制与精准共享机制、重视风险保障机制的建设及研究、通过绩效考核有效监督生态绿色与产业发展的结合、结合互联网＋、大数据等高新科技的产业扶贫实践优化路径。
