两岸合作保护海外公民利益的可行性

摘要

中国有着规模庞大的海外利益，拥有“侨乡”之称的台湾亦然。两岸在保护海外公民利益的过程中都遭遇到了各种困难，但又各有优势。中国驻外机构主动为台湾同胞提供了海外公民利益保护，中国台湾的官方和民间机构也为海外大陆同胞给予帮助。为了更好地保护海外公民利益，海峡两岸开展机制性合作既必要又可行。%China has vast scale of overseas interests , so does Taiwan province which is called“the hometown of overseas Chinese”.There are advantages and disadvantages in the process of protecting overseas citizens and their rights and interests to both sides of Taiwan straits .Chinese overseas offices have been providing protection for Taiwan compatriots , and Taiwan province ’ s official and civil agencies do the same things for mainland compatriots .It is necessary and practicable that mainland and Taiwan province cooperate on the level of mechanism to protect overseas civilians ’ interests better .
