公民性之重构:城市化进程中的权益与情感——读施芸卿《再造城民》一书

摘要

施芸卿在《再造城民》一书中,以"平城万人维权运动"为例,揭示了我国公民性在政府与市场并置的逻辑形塑中逐渐觉醒,然对其残缺状态及其弥补重构探讨甚少.现代公民性内涵包括基本权责、区群共识和共同情感.而社会迅疾变迁,冲突解决程序不公、公共资源配置失衡等原因使得公民基本权益与共同情感遭到蚕食.虽然区群共识得以重塑,但是基本权益与共同情感仍然残缺,致使我国公民性沦为"半空心化"状态.而非营利性组织作为介于国家、市场、公民之间的中观事实,提供了一条区分于政府与企业的"第三路径",为拾回公民性中缺失的权益与情感造就了可能性.%In her book Becoming Citizens:State and Individual in Inner City Renewal and Urban Social Movement, SHI Yunqing took "the rights movement of million people in Pingcheng city" as an example to describe the citizenship awakening in logical shaping of government and market But she failed to probe into its defectiveness and reconstruction.The connotation of modern citizenship lies in the basic rights and responsibilities, the group consensus and the common emotion.The basic rights and emotions have been eroded for the rapid social changing, the unfair resolution procedures of conflicts and the imbalance of public resource arrangement system.Although the group consensus is reconstructing, the citizenship has been a state of "half-hollowing" due to lack of basic rights and common emotion.Nonprofit organization, "the third path" distinguishing government, market and citizen, provides a possibility to reconstruct the basic rights and common emotion.
