旱涝急转形成机理及城市防涝减灾体系研究进展

         

摘要

Research results of the formation mechanism of drought-flood abrupt alternation and the waterlog prevention and reduction measures in China and abroad are summarized. It is widely believed that the formation mechanism of drought-flood abrupt alternation is closely related to atmospheric circulation anomaly, magnetic index change in solar magnetic field, and monsoon and subtropical anticyclone. In the aspect of city waterlogging mechanism , research results have been achieved in urban runoff yield and concentration mechanism, mathematical modeling , and urban underlying surface change affecting on the rainfall runoff process, which laid a solid foundation for further research. Nevertheless most researches so far focused on the droughts and floods in single city instead of sea-sonal changes. The following problems need to be further explored: the regularity of the evolution of drought-flood abrupt alternation, the influence of drought-flood abrupt alternation on urban drainage system standards and disaster prevention and mitigation, the establishment of city waterlogging model of urban runoff yield model coupled with valley hydrological and hydrodynamics process.%对旱涝急转灾害形成机理和城市防涝减灾措施等国内外研究成果进行了总结.在旱涝急转灾害形成机理方面,普遍认为旱涝急转与大气环流、太阳磁场磁性指数、季风和副热带高压有紧密的联系;在城市涝灾机理方面,目前对城市产流-汇流机制和数学模拟、城市下垫面条件改变对降雨径流过程的影响有了重大研究成果,为进一步研究城市旱涝形成机理与减灾方法奠定了坚实的基础.但截止到目前为止,针对旱涝急转机理的研究尚不够深入,对旱涝急转的成因和作用机制还没有令人信服的解释,此外目前的研究成果大多针对单一城市进行研究,对旱涝的季节性变化关注较少.今后的研究重点主要有以下3点:一是总结归纳旱涝急转发生和演变的规律,揭示“旱涝急转”形成的机理;二是研究旱涝急转对城市排涝标准和防灾减灾体系建设的影响;三是研究建立城市产汇流模型与流域水文水动力学过程相耦合的城市内涝模型等.
