1916—1924年中日天图铁路交涉始末

     

摘要

由天宝山至图们江的天图铁路自1916年起,因其地处东北边陲,并与吉会路交织,成为20世纪初期中日路权交涉的一大难题,中日为此的纠纷达8年之久。自1916年到1921年底,交通部与日方围绕天图路的修筑与否及开工问题展开了长期拉锯战,但日方始终未能达到其筑路目的。1922年直奉战争后,日本利用奉系脱离北京政府的有利形势,集中以奉系为交涉对象,日本官方与日商互相配合,威逼利诱双管齐下,最终实现了天图路的修筑。天图铁路交涉过程,不仅折射出东北路权问题的复杂性和长期性,也凸显出国内政局变迁对中日交涉的重大影响。%Since 1916, the Tian baoshan-Tu menjiang Railway had been a trouble between China and Jat)an as it lied to the border of Northeast China and intersected with Jilin-Hoeryong Railway. Because of the Ministry of Transport of Republic of China's resistance, Japan couldn't carry out the construction of this railway in several years. After the Feng zhi Warlord War, Japan turned to the Fengtian Faction and went all out to solve this trouble. Eventually, Japan's plan came to fulfillment in 1924. The construction of the railway not only reflects that the struggle for transport rights was complicated and a long term issue in Northeast China, but also indicates that the changes of domestic political situations influenced deeply the negotiation between China and Japan.
