湘鄂渝黔边际公务员行政权力异化特征分析

摘要

权力主体的经济贫困化导致权力寻租多样化;知识的贫困化导致财富贪婪的最大化;思维方式的僵化导致职权行为的蜕化。湘鄂渝黔特殊的地理位置,典型的政治、经济、文化背景,极富个性的民族风情与习惯,造就了行政权力异化的边际性特征。公务员权力异化的治理对策,当以防为上,以救次之,以戒为下。%The economic poorness of power subjects leads to the diversity of power rent seeking.The shortage of knowledge leads to the maximum greed for wealth.And the ossification of ways of thinking can cause the degenerate of administrative behaviour.The special geographical position,the typical politics,economy and culture and the unique customs all contribute to the marginal features of the alienation of the administrative power in the border region of Hunan,Hubei,Chongqing and Guizhou.Concerning strategies to handle this alienation,it is suggested that prevention comes first with redress aided,slightly resorting to punishment.
