人口与土地城市化协同演进对城市经济发展的影响——机理解析与新疆例证

     

摘要

This paper analyzes the coordinated evolution between land urbanization and population ur-banization and its effect on urban economic development in light of the people-land relationship, and verifies it using Xinjiang as the example. The results show that the under the joint effect of matching mechanism, sharing mechanism and learning mechanism, the labor force tends to move to cities, especially big cities, which creates scale and scope economy effects. However, the spatial agglomeration of the labor force needs the corresponding city space, and the interaction between land urbanization and population urbanization decides the urban resource allocation, which has a profound impact on its economic development. The syn-ergy evolution of population and land has significant positive influences on urban economic development in Xinjiang. As the population and land urban urbanization coordinated rate increases by 1%, the economic development level will be raised by 1.12% in Xinjiang. This conclusion implies that to build up an interre-gional trade mechanism of urban construction land, promote labor force flow across regions, and strengthen public services such as education, health and employment will align the flow of the labor force with the land factor, which will thus help improve the people-land allocation in cities in Xinjiang and achieve a balanced development of urban economy, even of regional economy.%基于人地关系视角阐释了人口与土地城市化协同演进对城市经济的作用机理,并以新疆为例进行了实证检验.研究表明,在匹配机制、分享机制和学习机制的共同作用下,劳动力具有向城市尤其是大城市聚集的倾向,进而产生规模经济和范围经济效应.然而,劳动力空间集聚效应的发挥需要相应的城市空间来匹配,于是人口城市化与土地城市化的交互作用就决定了城市资源配置状况,并对经济发展产生深远影响.实证结果表明,人口城市化与土地城市化协同演进对新疆城市经济发展具有显著的正向影响:两者协同变化率每提升1%,新疆城市经济发展水平就将提高1.12%.这一结论政策含义在于,建立城市建设用地指标的跨区交易机制,推进劳动力跨区域流动,强化教育、健康、就业等与人口素质和健康相关的公共服务建设,是促进劳动力与土地要素空间流向一致,进而实现新疆城市经济乃至区域经济平衡发展的重要途径.
