政府创新过程的自组织研究

摘要

Process Research and Self-Organization Theories are important tools to crack up the mystery of govern-ment innovation black-box.The research of government innovation process is helpful to understand the procedures and elements of government innovation,and the Hypercycle theory,a important part of Self-Organization Theories, provides patterns for understanding how the procedures and elements of government innovation operates as a self-or-ganization process.According to the self-organization operating patterns of government innovation process,the gov-ernment innovation process has four self-organizational characters: self-generation, self-growth, self-adaption and mutagenicity. The establishments of government innovation networks, government innovation overall-target guid-ance mechanism, government innovation feedback mechanism and government innovation evaluation-selection mechanism are important to help government innovation process move towards to a new and higher level of self-or-ganization operating.%过程研究与自组织理论是破解政府创新黑箱的重要理论工具.过程研究能够破解政府创新黑箱的内部构成阶段与要素,而自组织理则阐明了政府创新内部构成阶段与要素的运行方式.通过对政府创新过程自组织运行方式的研究可以发现,政府创新过程具有自创生、自生长、自适应与突变性四个自组织运行特征,而建立开放的政府创新网络、有效的创新整体目标引导机制、创新反馈机制与创新评价选择机制,对于实现政府创新过程朝着新的、更高层次的自组织有序运行具有重要作用.
