新型农村合作医疗基本法律制度的设计分析

In the legalizing course of the New Village Resident Cooperate Medical Guarantee System, it is important to delimit duty boundaries. We must institutionalize it from the views of fixing institution position, defining participants and their right and duty, defining managements and their responsibility, constructing reasonable financing framework, strengthening the construction of village medical system.%在新型农村医疗农村保障的政策选择与制度制订过程中，划清各利益主体的责任边界显得尤为重要。应从制度定位、科学定位参合对象范围及其权利与义务、明确管理机构及其职责、构建合理的筹资机制、加强农村医药卫生体制的建设等方面设计新型农村合作医疗立法规制的具体制度，以求平等公正地保障农民的基本健康，促进农村经济可持续发展。
