基于混合扫描模型重构我国民企参军的政策体系

摘要

混合扫描模型是在结合理性决策和渐进决策两种政策分析模式的基础上，发挥二者优点而形成的分析策略，既强调全面考察问题，又注重具体细节，是分析各领域政策运行及变迁的重要模型。我国民企参军的政策路径存在理性的不完善和制度的不灵活，以混合扫描模型重构我国民企参军的政策体系，从而为我国民企参军政策制定及未来规划提供全新视角和可行性对策，对扩大民企参军规模、推动我国军工市场发展具有重要意义。%Mixed‐scanning model is an analysis strategy based on a combination of the advantages of rational and progressive decision‐making .The model emphases on comprehensive study questions ,and highlight to pay attention to detail ,which is an important model to analyze the field of policy operation and change .The policy path of private enterprises’ join the army has imperfect rationality and inflexible system ,reconfigu‐ration the policy system of private enterprises’ join the army based on Mixed‐scanning model ,which can provide a new perspective and feasible countermeasures for policy change and future planning of private en‐terprises’ join the army ,and has an important significant to expand the scale of private enterprises ’ join the army and promote China’s military industry market development .
