陕西农村新型社区治理转型与路径选择研究

摘要

针对在新常态下农村新型社区治理存在政治参与程度低、社会组织发展空间受限、农村公共资源利用率低、治理能力较弱等问题.文中通过运用可持续发展理论、乡村社会治理理论,采用典型案例研究法,对农村新型社区治理转型的路径进行了研究.研究发现陕西具有经济发展相对落后、未来发展机遇和潜力较好的发展状况和趋势,这就要求地方政府加快改革步伐,通过治理方式创新、治理新机制的构建以及提高陕西农村适用技术使用、公共服务供给能力以实现陕西农村新型社区转型,为陕西作为“一带一路”关键区域营造良好的发展环境和构建良好的发展条件.%There are many problems about new rural community governance in the new normal situation,such as low political participation rate,limited space for social organization development space,low utilization of rural public resources and weak governance ability.By using the theory of sustainable development,the theory of governance and typical case study method,the paper studies the path to the transformation of new rural community governance.The conclusion is drawn that the innovation of governance mode,construction of new governance mechanism and the improvement of the application of technology and the supply capacity of public service are the keys to the transformation of new rural communities in Shaanxi.
