农村“两委”换届“后遗症”浅探——广西贺州市2011年农村“两委”换届调研

摘要

农村＂两委＂换届＂后遗症＂的主要表现在村干部年龄老化、非理想的人当选、＂两委＂不和以及出现落选后村干部心理失衡等现象。＂后遗症＂产生的原因在于受＂打工经济＂、宗族派系势力、政策和制度上的不足等因素的影响。根治＂后遗症＂应完善民主与法制、完善离职定补制度,通过关怀与培养,以及壮大农村集体经济等途径来进行。%The aftereffects of the new ＂Two Committees＂ elections in the rural areas mainly include an ageing leading group,unsuitable candidates elected,disharmony between the old and new ＂Two Committees＂ and psychological imbalance of the unelected candidates.These aftereffects result from the influence from the labor economy,clan forces,policy and institutional deficiencies,etc.The aftereffects should be resolved by improving the democratic and legal system and the system of granting fixed living subsides to those who leave office,by giving care and cultivation and by strengthening the rural collective economy.
