湖南省规划环评与经济社会发展规划审视

摘要

The issue of Law of the People’s Republic of China on Appraising of Environment Impacts gives legal support to planning environmental impact assessment. And Hunan also initiated the work of planning environmental impact assessment and regard it an important part of construction of “green Hunan”. Planning environmental impact assessment optimized the planning. However, the scope of assessment should be enlarged and quality of assessment be improved. In order to achieve the goal of“green Hunan”, we should establish planning environmental impact assess-ment as an important environmental protection policy and put it under the guidance of law when we make the next five-year plan for Hunan;and relevant departments should work at the early stage of planning making and play the controlling role in the planning making.%随着《中华人民共和国环境影响评价法》的颁布和施行，我国规划环评作为一种战略环评得到了法律的支撑。在此历史背景下，湖南省的规划环评工作也正式启动，并成为“绿色湖南”建设的一个重要组成分。规划环评对优化被评价的规划已初显积极作用，这些规划大多考虑到了对生态环境的影响。但是，规划环评的范围还有待拓展，规划环评的质量还有待进一步提升。要实现建设“绿色湖南”的目标，在制定湖南经济社会发展的下一个五年规划时，必须将包括规划环评在内的战略环评作为一项重要的环保政策确立起来，并将之置于法治理念的引导下；同时，在开展规划环评的过程中，有关部门要更加自觉地贯彻其对于规划制定的“早期介入”原则，强化其对于规划制定的“过程控制”，使规划在政府规划决策过程中发挥切实有效的作用。
