Non-traditional security problems such as food security,energy security and environmental security become more prominent in the current context of global financial crisis,with which the concept and practice of ＂human security＂ is also in unprecedented transformation.New ideas like general security,cooperation security and identity security crop up one after another.Among them,＂human security＂ advocated by the UN is especially prominent,which differs greatly from the traditional concept of ＂national security＂.It appears in security philosophy researches with a long history and brand new connotations,predicting an important conversion in security philosophy researches.On the other hand,environmental human rights,as a new form of human rights,reflects the basic appeal of ＂human security＂.It guarantees human survival and highlights the important contents of ＂human security＂—the right to health and development.More importantly,environmental human rights is both the means by which effective communication and implementation in the international society regarding human security can be realized and a reflection of basic human ethical values such as equality and justice in security philosophy.This article discusses the origin and content of the concept ＂human security＂,comments on Human Security and the UN： a Critical History by Neil MacFarlane,et al,reveals the inner relationship between ＂human security＂ and environmental human rights,and analyzes the prospects and historical influence of the concept of ＂human security＂.%当今,粮食安全、能源安全和环境安全等非传统安全问题在全球金融危机的形势下日益凸显,人类的安全观念和实践也处在史无前例的变革之中,综合安全、合作安全、认同安全等新的安全理念层出不穷。其中,由联合国大力倡导的有别于传统国家安全观的新理念———＂人的安全＂尤为引人瞩目,它以悠久的渊源、全新的内涵出现在安全哲学研究视野中,预示着安全哲学研究的重要转向。而环境人权作为新一代的人权形式,体现了＂人的安全＂的基本诉求,既保障了人的生存权,也彰显了＂人的安全＂的重要内容：健康权和发展权。同时,更重要的是,环境人权是＂人的安全＂这一安全理念在国际间达成有效沟通和落实的一个现实途径,也是安全哲学中公平、正义等人类基本伦理价值的体现。本文论述了＂人的安全＂理念的缘起和内涵,着重评介了奈尔.麦克法兰等著的《人的安全和联合国：一部批判史》,并指出了＂人的安全＂与环境人权的内在关系,分析了＂人的安全＂理念的发展前景和历史影响。
