老龄化背景下政府购买居家养老服务的实践--以合肥市为例

At present, China is in the stage of the demographic transition stage. Issues of aging Empty population and empty nester become more and more serious, but the traditional family endowment function is weakening, pension institutions development is limited, so the problem of the pension becomes more and more urgent. In this context, Gov-ernment purchase of home care services came into being. Although it is still in the development stage, but its advantage has become increasingly evident. Through the analysis and comparison of the domestic major pension patterns and the research on the practice of Hefei municipal government purchase home care service to find out the problems and put forward suggestions for improvement. Finally, it provides help for solving the pension problems in the situation of "not rich first old"in Hefei.%目前我国正处于人口转型阶段，人口老龄化、空巢老人等问题日趋严重，传统家庭养老功能日渐衰弱，养老机构发展受限，因此养老问题变得迫在眉睫。在此背景下，政府购买居家养老服务应运而生，虽然尚处于发展阶段，但其优势已日益明显。通过对国内主要养老模式的分析比较以及合肥市政府购买居家养老服务实践研究，发现该模式存在不足，应在多层面进行完善，为合肥在“未富先老”的这一形势下更好解决养老问题提供帮助。
