城市创新环境评价研究--以河北省为例

摘要

The key factors affecting urban innovation environments were analyzed. On the basis of this, urban innovation environ-ment evaluation indicator system of Hebei province was built. Taking Hebei province as examples and according to indicators data, ur-ban innovation environment of Hebei province since the implementation of "great changes within three years" policy was evaluated by using multi-level fuzzy comprehensive evaluation method. The results indicate that the rating level of urban innovation environment of Hebei province is good with perfect policy and law environment and good market environment, but there are few lacks in the human en-vironment, the basic environment and the mechanism environment. The research conclusion has important realistic and guiding signifi-cance on accelerating the construction of innovation city and enhancing the ability of sustainable development in Hebei province and it also can provide reference to construction of innovation environment in other same province.%　　本文对影响城市创新环境的主要因素进行了分析，并在此基础上构建了城市创新环境评价指标体系。以河北省为例，根据“三年大变样”以来各项指标的数据，采用多层次模糊综合评价法对“三年大变样”政策实施以来河北省的城市创新环境进行了评价分析，发现河北省城市创新环境的评价等级为良，拥有了完善的政策法制环境和良好的市场环境，但在人文环境、基础环境和机制环境方面还有所欠缺。研究结论对于加快河北省的创新型城市建设步伐以及增强可持续发展能力具有重要的现实和指导意义，并且能够为同类省市的创新环境建设提供重要的参考价值。
