The precondition of building the regional ecological circular economy for the sustainable development is the objective evaluation. The paper studies the methods of assessing the eco-economy of agricultural watershed with regional small watershed as the object on the basis of the theory of ecological footprint and it provides theoretical support for the policy making of the sustainable development of regional ecological and social economy. The study analyzes the supply and demand of the ecological footprint of various lands in the region and further explains and evaluates the development level of the regional circular economy by taking Jinhua River midstream for example. The results show that the watershed ecological environment is very fragile and unable to support the further development of agricultural watershed circular economy. The reduction of ecological footprint can be achieved through increasing resources utility, improving styles of production and life and controlling regional population. The reduction of ecological deficit can be achieved by intensifying ecological consciousness, increasing productivity and conservation ecosystem.%建立区域生态可持续发展循环经济体系的前提是客观正确的评价。本研究以生态足迹模型理论为基础，以区域小流域层次作为研究目标对象，对农业流域生态经济系统评价方法展开研究，同时为区域生态及社会经济的可持续发展政策制定提供理论支持。研究以金华江中游为例，分析比对该流域内各类型土地间的生态足迹供需情况，进而解释和评价该流域循环经济发展水平。结果显示金华江中游流域的生态环境是非常脆弱的，无法支撑此流域经济的进一步发展；该流域资源开发不尽合理，废弃物处理效率低，循环经济发展方向有进一步恶化的风险，总体上处于不可持续状态。在对流域循环经济发展水平进行分析后，本研究提出了以改变生产和生活方式为切入点，以提高资源利用率为导向，通过提高单位面积的自然生产力和控制区域人口来减低生态赤字的政策建议。
